TagAlong hitchiker system

In 1973, during the oil embargo, I came up with an idea how the impact of this kind of emergency situation can be dealt with. The problem at the time was limited availability of gasoline and what there was to be had was insufficient. People didn't have enough to get to work.
I came up with 'TagAlong'. It was a registered "hitchiker" system that allowed people to gather at freeway onramps and hitchike freeway close to their destination. They then could take local busses to their final destination.
In Southern California 70% of the people live within two miles of a freeway and work within two miles of a freeway. The twenty miles in between these ramps is the most difficult to travel.
This concept became the basis for PATSi, which is a public transit system that functions in a similar fashion.

Gathering at freeway ramps is illegal and dangerous. And what about those that would do harm to passengers they pick up? Hitch-hiking, in my opinion, is a bad idea under any circumstances. Sorry.
