I understand where you're coming from, but I'd have to disagree with your suggestion. I think putting a penalty cap within a quarter is flirting with disaster since the refs would have to pick and choose what to call. What's to stop them from calling a holding penalty but letting a facemask penalty slide?

Well of course you're right. But it sure would be nice if the darn refs would take a little more time to let the teams play the game! As far as I'm concerned, a pass interference call should only be made in the case of an arm bar (if that!). I mean, it's the job of the receiver to get clear to receive the pass. And it's the defenses job to prevent that! So get rid of of the pass interference. That's their stinkin' job! I'm just saying that the refs should have to think twice before calling a penalty unless it's a clear endangerment issue like horse-collaring or face masking, or clipping. And forget about helmet to helmet, they're made to take a hit, let them! So, give each ref four flags. Make them call the obvious penalties and let the players play the darn game! If they run out of flags then start ejecting players for blatant offenses. And if players decide to try to get the refs to use up their flags early and then hit hard, they have to know they could be ejected. And while we're at it, let them celebrate a touchdown all the want...for fifteen seconds. Let them hang off the goal posts, knock over the markers or dance like idiots...for fifteen minutes, then throw a flag.

In the Chargers game yesterday one of the players was given a penalty for kicking the flag that was thrown. I say the should get to do that!
