Catch-and-Release(on bail)
Like any fishing reel, make a large, heavy-duty spool with high-tensile-strength nylon netting to fit on the front of Police vehicles and Highway Worker trucks. When the line is attached on the other side of the road, it would catch, entangle, snare, wrap around, tie up, hogtie, or otherwise bamboozle the next vehicle charging by. The drag on the spool, combined with the soft net wrapping around the vehicle and it's tires would harmlessly stop and entrap it's occupants for safety or law enforcement reasons.
